Why doesn't the US government just give tax breaks to big companies in exchange for them...?

The problem with unemployment in the US seems to be that big companies are shipping jobs overseas since it is cheaper to hire overseas workers (at least by comparison with the US). This is especially since things like safety regulations are more lax in overseas countries and also the companies often have high taxes and the like. With that said, has anyone ever considered giving tax breaks to big companies in exchange for them not shipping jobs overseas, or more specifically in exchange for them hiring people in this country? In other words, we would give them the tax breaks but the tradeoff would be that they would have to create jobs in this country. That way they would have less taxes and therefore could hire more people, but they would have to hire people in this country, they could not be overseas. It seems like big companies would do this to help our own economy rather than pay a lot of taxes and sill hire overseas workers.
