When you rub against something, it creates friction. If conditions are right, this friction creates an electric charge. When you touch a metal object, any charge that is built up is released. If you have enough built up, it will create a small arc, and you will feel a small shock. This is more-so common in cold, dry places(most anywhere when it's cold like it is now), which can explain why you are being shocked so much.
