Online order never came in? Who to contact?

Ok so i ordered a The devil wears prada jacket off of a website called rockmerchuniverse and it said 2- 9 buisness days and its been around 3 weeks already. I serioulsly doubt its coming in and if it dosent i have to idea who to contact because their stupid website on contact has only contact threw email. no phone number or anything else. So does anyone else know if rock merch universe is a scam? and if it dosent come in who do i contact? And yes they did charge my credit card as soon as i clicked order.
